Something that'll allow me to put up a quick site but if I take some time to learn it will give me a really cool graphic and media rich site.
If you would like to develop ASP.NET websites, then Visual Web Developer is great. It's free from Microsoft and has all the features that Visual Studio offers for website design.

Ewebsite design software dreamweaverxpression Web from Microsoft is another good Web design software, however it is not free, although you can get a free trial version to see if you like it before you buy.

Dreamweaver isn't really meant for designing, it's more for the programming website design software dreamweaveraspect, although it does have extensions you can use with Fireworks. I personally use Fireworks and I have a cool example that I recently made with it if you would like to see it :) You can also use Adobe Photoshop, but I have never used it for site design before so I can't go any farther there...
