I have 2 Xbox 360s. One at my apartment one at my gf's. I've paid for the DLC Call of Duty Map Packs for Black Ops on my Xbox at my apartment. Can I also download the map packs on my second Xbox also under my same gamertag?
Yes, you can - just recover the gamertag on your girlfriend's console, look in your download history, and re-download the maps. Just note that you will be required to be logged indownload call of duty to Xbox Live with your account on her Xbox to use the maps - they will be unplayable for other accounts.

but if you recover your account on another xbox it would work because it is under your gamer tag
if you recover your account on her xbox she can download it for free but it will not save. it would only work if you stay recovered on her xbox

Yes it should work, as long as you use the same gamertag (or harddrive)
I believe if you recover your gamertag, you have to re-download them, but it works, so it would be worth the time.

Yes but the gamertag that origanal baught the dlc MUST be playing the dlc you can play 2 plaer offline as long as the origanal buyer is one of them byourself or online
