The trouble is, another user on the computer keeps downloading files which contain viruses. I have told this user time and time again to scan everything but evidently they don't take the hint. Therefore I have decided that they cannot be trusted to download files. Is there any way that I can prevent this user from downloading files to their account.
I have 3 Separate User Accounts installed on a Windows XP Professional Edition install. The Browser Installed is Firefox 3, which is the safest browser, (BTW I do not want to use I.E.).

You really can't stop the downloads unless you just banned them from the computer. The trick is to NOT let those downloads install anything on your hard drive...
To do this is to create a "Limited" or "Standard" user account for them to use.. Go into Control Panel > User Accountsprevent users from install firefox > then create them their own account without administrator privileges..
Also, if you have a good "real-time" anti-virus program it should have scanned all those downloads for malware before they were even opened.
You may need a different program with real-time protection, one that scans a file on "read & write".... Try Avast 4.8 Home Edition or, my favorite, Avira's Antivir. They are both FREE for home use...

Download AVG it won't let you download programs or even visit pages habouring a virus, so it's win. win. Besides if your anti-virus is up to scratch it will take care of nasty viruses.
Log in yourself. Go to users in control panel and set their account to non-admin (normal user)
They will still be able to download, but never to install anything, which disallows the spyware or viruses from setting themselves up. There is no easy way to prevent them actually downloading.

Go to Control Panel >> Security Center >> Internet Options >> Security
Then set it to high. Firefox now integrates it's security with your Internet Explorer's security options. This will also disable you from downloading things as well, though. When you want to download something, switch it off of high for a sec then switch it back after. Hah hah I had a problem with this when I was trying to download AIM :P But it will help.
That is true, 'Limited User' accounts on Windows XP lack the authority to install applications, which is why it makes them virtually* immune to computer viruses.

i suggest you install avast and set it to silent install then set all the advanced settings to no
it will cut off any downloads with a virus before they get anywhere near the comp.
